Why NTSC VOB Files Run at 29.97 FPS Instead of 30

NTSC VOB files—the core video container format used on standard-definition DVDs—run at 29.97 frames per second (fps) rather than an even 30 fps due to a technical compromise made during the transition to color television in the 1950s. To prevent visual and audio interference while remaining backward-compatible with existing black-and-white televisions, broadcast engineers slowed the video rate by 0.1%. Decades later, the DVD-Video standard adopted this exact rate to maintain full compatibility with traditional consumer television sets.

Originally, black-and-white NTSC television in North America ran at exactly 30 fps (60 interlaced fields per second) because it matched the 60 Hz frequency of the alternating current (AC) power grid, reducing electrical interference on analog cathode-ray tube displays.

In 1953, the National Television System Committee (NTSC) developed a method to broadcast color video. The challenge was maintaining backward compatibility: color broadcasts had to display properly on millions of existing monochrome televisions, while new color sets needed to decode the color data.

Engineers introduced a high-frequency "color subcarrier" signal at roughly 3.58 MHz inside the existing broadcast channel. However, this new color subcarrier created a beat frequency with the audio carrier signal (located at 4.5 MHz). The interaction caused visible, distracting interference patterns—often resembling moving moiré dots or bars—on both color and monochrome screens, as well as an audible buzz in the sound channel.

To eliminate this interference, engineers mathematically decoupled the audio and color signals by slightly lowering the horizontal line scan frequency by exactly 0.1% (multiplying it by 1000/1001). Because the number of scanning lines per frame (525 lines) remained fixed, dropping the line frequency by 0.1% inherently slowed down the frame rate by the exact same ratio:

30 fps × (1000 / 1001) ≈ 29.97003 fps

When the DVD specification was finalized in the mid-1990s, VOB (Video Object) files were created primarily to output video directly to analog televisions via composite, S-Video, or component cables. To prevent playback hardware from needing complex, expensive frame-rate conversion chips, the DVD standard directly adopted the native broadcast specifications of the regions where they were sold. In regions using the NTSC standard, VOB files were standardized to run at 29.97 fps (or 59.94 interlaced fields per second) to ensure seamless, native output to standard NTSC displays.
