Who Developed the VOB File Format?
The VOB (Video Object) file format was developed and standardized by the DVD Forum to serve as the core container format for consumer DVD-Video discs. As the backbone of the physical DVD revolution in the late 1990s, VOB allowed multiplexed digital video, multiple audio tracks, subtitles, and interactive menus to exist in a single, structured file. The VOB format was not invented by a single individual or company; rather, it was developed by the DVD Consortium, an international working group formed in 1995. The consortium was founded by ten major technology and entertainment corporations:

Standardization in the DVD-Video Specification
To prevent a format war similar to the Betamax versus VHS conflict, the founding companies unified competing proposals—primarily Toshiba's Super Density (SD) disc and Sony/Philips' Multimedia Compact Disc (MMCD).
The technical specifications for the VOB format were formalized within the DVD Specifications for Read-Only Disc, Part 3: Video Specifications (often referred to as the "DVD-Video Book").
Under this standard, VOB is technically a subset of the MPEG-2 Program Stream (ISO/IEC 13818-1), but with specific, mandatory constraints designed to ensure compatibility across all consumer standalone DVD players:
- Video: Restricted to standard-definition MPEG-2 or MPEG-1 video streams with strictly defined bitrates, frame rates, and resolutions (such as 720×480 for NTSC and 720×576 for PAL).
- Audio: Support for multiple interleaved audio tracks, including Dolby Digital (AC-3), DTS, Linear PCM (LPCM), and MPEG-1 Audio Layer II.
- Sub-pictures and Navigation: Capability to multiplex up to 32 subtitle/overlay streams (sub-pictures) and real-time navigation commands.
- File Size Limits: Files are divided into chunks no larger than 1 gigabyte (1,073,741,824 bytes) to ensure compatibility across older operating systems and file structures, primarily the Universal Disk Format (UDF) MicroUDF bridge.
Role in the VIDEO_TS Structure
Within the standardized DVD directory architecture, VOB files reside
in the VIDEO_TS folder and work in conjunction with two
companion file types:
- IFO (Information) files: Contain disc navigation data, aspect ratios, audio channel configurations, and chapter markers.
- BUP (Backup) files: Exact duplicates of the IFO files to ensure playback if the primary data sectors are damaged.
By standardizing VOB as a uniform container strictly tied to MPEG-2 compression, the DVD Forum established the dominant physical media standard for consumer video distribution from 1996 through the mid-2000s.
