When Was Tor First Introduced?
The concept of Tor, short for The Onion Router, originated in the mid-1990s as a method to protect intelligence communications online. The Inception of Onion Routing (1995–1996)
The foundational concept behind Tor—onion routing—was developed in 1995 by mathematician Paul Syverson and computer scientists Michael G. Reed and David Goldschlag at the United States Naval Research Laboratory (NRL). The purpose of the project was to create a secure routing protocol that concealed both the identity and the location of users communicating across government networks.
The technology was first publicly introduced in May 1996 at the IEEE Symposium on Security and Privacy, where the researchers presented a paper titled “Hiding Routing Information.” This presentation marked the official debut of the onion routing concept to the broader scientific and computing community.
The Birth of Tor (2002)
In the early 2000s, the original onion routing architecture was redesigned to improve scalability and security. Computer scientists Roger Dingledine and Nick Mathewson joined Paul Syverson to develop the next generation of the technology, which they called “The Onion Routing project,” or Tor for short.
Tor introduced several improvements over the original NRL system, including perfect forward secrecy and a directory service for managing network nodes. The first working alpha version of the Tor network was deployed on October 2, 2002. The underlying design was formally published and presented in August 2004 at the 13th USENIX Security Symposium.
Public Release and Non-Profit Foundation (2004–2006)
In 2004, the Naval Research Laboratory released the Tor source code under a free software license, opening the network to the public and ensuring that traffic would blend with non-governmental users, which was necessary to maintain effective anonymity. The Electronic Frontier Foundation (EFF) provided financial support during this transition to maintain development.
In December 2006, Dingledine, Mathewson, and others established The Tor Project, Inc., a 501(c)(3) non-profit organization dedicated to maintaining and developing the Tor software and network infrastructure.
