When comparing anonymous overlay networks, the Tor network has a vastly larger user base than I2P (the Invisible Internet Project). While both platforms are designed to protect user privacy and resist censorship, Tor consistently records millions of daily active users, whereas I2P maintains a much smaller, highly specialized community of tens of thousands of active nodes. I2P User Base and Metrics
The Invisible Internet Project (I2P) operates on a significantly smaller scale. At any given time, the active number of I2P routers (nodes) typically ranges between 30,000 and 50,000.
Because every client participating in the I2P network also functions as a router for other traffic, the total number of active routers closely mirrors the total active user count. While accurate long-term statistics are harder to pinpoint due to the decentralized and private nature of the protocol, I2P’s user numbers remain roughly two orders of magnitude smaller than Tor’s.
Why Tor Has a Larger User Base

- Internal Network Focus of I2P: I2P was built as a closed, self-contained network (“darknet”) intended for internal communication, peer-to-peer file sharing, and hosting decentralized services (“eepsites”). Outbound access to the regular internet requires limited, third-party outproxies, making it less appealing to typical web users.
- Configuration Complexity: Setting up I2P historically required configuring separate local browser proxies, software daemons, or specialized application tunnels, which creates a barrier to entry for non-technical users.
- Funding and Public Recognition: The Tor Project operates as an established non-profit organization with dedicated staff, grants, and mainstream media recognition, giving it significantly higher visibility than I2P’s developer-driven volunteer model.
