The Tor network, widely recognized today as a primary tool for online anonymity and privacy, owes its foundation to United States military research. In its formative years, the Defense Advanced Research Projects Agency (DARPA) provided crucial financial backing to develop onion routing technology, aiming to create a secure, untraceable communication channel for intelligence operatives and military personnel.

The Origins of Onion Routing

In the mid-1990s, mathematician Paul Syverson and computer scientists Michael G. Reed and David Goldschlag began developing “onion routing” at the U.S. Naval Research Laboratory (NRL). The concept was designed to protect network communications by wrapping data in multiple encrypted layers—resembling an onion—and routing it through multiple intermediary nodes. Each node only decrypts enough information to send the packet to the next hop, preventing eavesdroppers from identifying both the origin and the destination of the traffic.

DARPA’s primary motivation for funding Tor was operational security. The U.S. government required a method for intelligence agents, military units, and law enforcement personnel to gather intelligence, browse foreign websites, and communicate back to command structures without revealing their official IP addresses or physical locations.

Why the Technology Was Made Public

Despite being funded by defense agencies, Tor could not remain an exclusively classified or military-only system. For onion routing to provide true anonymity, military traffic needed to blend into a massive and diverse stream of civilian, academic, and commercial data. If only government personnel used the network, any traffic originating from an exit node would automatically be recognized as U.S. government activity. Consequently, the technology was released under an open-source license, leading to the creation of the independent non-profit Tor Project, with DARPA’s early funding serving as the foundational catalyst.
