The Advisory Board (AB) exists to provide counsel to The Document Foundation’s Board of Directors (BoD). While the BoD oversees day-to-day operations and the Board of Trustees handles core voting rights, the Advisory Board offers market insights, strategic advice, and organizational feedback. It does not possess direct decision-making power over the codebase or foundation bylaws; rather, it ensures that major stakeholders investing in or deploying LibreOffice have a formalized channel of communication with the foundation’s leadership.
Structural Composition
The Advisory Board is structured around institutional representation rather than individual contributor membership:
- Member Organizations: Membership consists of commercial vendors (such as software developers and IT service providers), government agencies, academic institutions, and other non-profit open-source foundations.
- Appointed Representatives: Each participating organization appoints a primary representative and an alternate to attend board meetings, review foundation reports, and participate in discussions.

The funding of the Advisory Board is integrated directly into the broader operational budget of The Document Foundation through an annual subscription model:
- Commercial Membership Fees: For-profit companies and commercial entities pay an annual fee to hold a seat on the Advisory Board. This tiered or standardized fee provides a predictable stream of revenue that helps fund the foundation’s general operational expenses.
- Fee Waivers for Non-Profits and Public Entities: To maintain a diverse and balanced advisory body, TDF waives annual fees for selected non-profit organizations, educational bodies, and free software allies (such as the Free Software Foundation or GNOME Foundation).
- Allocation of Funds: Revenue generated from Advisory Board fees is not held in a separate entity; instead, it is allocated directly to TDF’s core budget.
