Why the JPEG Standard Was Created in the 1980s
In the late 1980s, the development of the JPEG (Joint Photographic Experts Group) standard was commercially driven by the urgent need to transmit and store photographic digital images within the severe hardware and bandwidth limitations of the era. As personal computers, digital prepress, and telecommunication networks began handling continuous-tone color photography, raw image files proved far too massive for existing infrastructure. JPEG was engineered to establish a universal, open compression format that reduced file sizes dramatically without noticeable quality loss, making digital imaging commercially viable for both consumers and enterprises.
The Storage and Memory Bottleneck
During the late 1980s, digital storage media and system memory (RAM) were prohibitively expensive. A single uncompressed 24-bit true-color photograph could easily require several megabytes of data. At a time when standard personal computer hard drives held only 20 to 40 megabytes and floppy disks held 1.44 megabytes, storing even a handful of raw images was financially and technically impractical. The commercial marketplace needed a compression algorithm capable of reducing image footprint by factors of 10:1 to 20:1 without destroying photographic fidelity, allowing commercial databases, desktop publishers, and emerging digital photography companies to store visual assets efficiently.
Telecommunications and Bandwidth Constraints
Telecommunications networks faced an even steeper hurdle. Modems typically operated at speeds between 1,200 and 9,600 bits per second, while emerging digital networks like ISDN offered top transfer rates of 64 or 128 kilobits per second. Under these conditions, sending an uncompressed full-color image took tens of minutes or even hours, incurring high telephone toll charges and making image transmission functionally useless for commercial services like wire photo services, medical tele-imaging, and photovideotex. A standardized lossy compression method allowed full-color images to be transmitted over public telephone lines in seconds, unlocking new commercial viability for electronic document delivery.
The Demand for an Open, Universal Standard
Prior to JPEG's formation, hardware and software vendors relied on fragmented, proprietary compression techniques that did not interoperate. This fragmentation stalled the commercial growth of digital imaging, as digital cameras, scanners, and desktop publishing software could not easily exchange files. To solve this, the International Organization for Standardization (ISO) and the International Telegraph and Telephone Consultative Committee (CCITT, now ITU-T) joined forces in 1986 to form the Joint Photographic Experts Group. By establishing an open, non-proprietary international standard, the group provided the commercial tech industry with the baseline compatibility required to invest confidently in digital cameras, digital prepress workflows, and eventually, the World Wide Web.
