JPEG Standard Quantization Tables in Annex K
Annex K of the ISO/IEC 10918-1 JPEG specification provides standard example quantization tables designed to optimize image quality against file size based on human psychovisual perception. Although the standard does not mandate a single fixed set of values for compliance, the two tables presented in Annex K—one for luminance and one for chrominance—have become the de facto baseline for image compression worldwide, serving as the default reference for encoders like the Independent JPEG Group (IJG) library.
Purpose of Annex K Quantization Tables
In the JPEG baseline sequential process, the Discrete Cosine Transform (DCT) converts \(8\times8\) blocks of image pixels into spatial frequency components. The human visual system is significantly more sensitive to variations in brightness (luminance) over broad areas than to fine high-frequency patterns or color variations (chrominance).
Annex K leverages this biological trait by specifying two separate quantization tables: Table K.1 for luminance (\(Y\)) and Table K.2 for chrominance (\(Cb\) and \(Cr\)). Larger values in these tables correspond to heavier compression and more data loss in the corresponding spatial frequencies, whereas smaller values preserve finer details.

Table K.1 provides the recommended 64-element matrix for the luminance channel, ordered from the low-frequency direct current (DC) coefficient at the top-left to the highest alternating current (AC) frequency at the bottom-right:

The low values concentrated in the upper-left corner ensure that fundamental structural details and contrast gradients are faithfully preserved.

Because the human visual system possesses substantially lower acuity for color differences than for brightness, Table K.2 applies aggressive quantization across middle and high frequencies:

The plateau of values set to 99 eliminates almost all high-frequency color variations, providing significant compression gains with minimal visible degradation under standard viewing conditions.
Scaling in Practical Applications
Most practical JPEG encoders use the Annex K tables as a baseline corresponding to a quality rating of roughly 50 on a 1-to-100 scale. For higher quality settings, the values in these tables are scaled downward to preserve more high-frequency detail. Conversely, for lower quality settings, the values are scaled upward to discard more coefficients, resulting in smaller files at the cost of visible compression artifacts.
