Who Maintains the GIF Specification Today?

The Graphics Interchange Format (GIF) remains one of the most widely used image formats on the web, yet no formal standards body currently maintains its technical specification. Originally created by CompuServe in the late 1980s, the format has been functionally frozen since the publication of the GIF89a specification in 1990. Despite its widespread implementation across modern software, GIF exists today as an unmaintained legacy standard with no governing body overseeing its evolution or introducing official updates.

CompuServe introduced the first version of the format, GIF87a, in 1987 to provide a color image format for its online services. In 1989, the company released an enhanced version, GIF89a, which introduced features such as transparent backgrounds, application extension blocks, and storage for multiple images within a single file—enabling basic animation. CompuServe maintained full proprietary ownership of the specification during this period rather than delegating governance to recognized technical consortia such as the World Wide Web Consortium (W3C) or the Internet Engineering Task Force (IETF).

During the mid-1990s, the enforcement of patents covering the Lempel–Ziv–Welch (LZW) compression algorithm by Unisys led to widespread licensing controversies. Rather than working through a standards body to revise or standardize GIF, the broader internet development community responded by engineering entirely new, patent-free formats. This effort directly produced Portable Network Graphics (PNG), which was subsequently adopted and standardized by both the W3C and the International Organization for Standardization (ISO).

Following the acquisition of CompuServe by America Online (AOL) in 1998, active development of the GIF standard ceased entirely. The controversial LZW patents expired globally by mid-2004, placing the technical mechanisms required to read and write GIF files into the public domain. However, because contemporary formats like PNG, WebP, and AVIF offered vastly superior compression efficiency and color depth, no standards organization ever took steps to formally adopt, modernize, or republish the GIF specification.

Today, software developers, web browsers, and operating systems implement GIF support by adhering directly to the static 1990 GIF89a documentation. Modern web platforms frequently replace animated GIFs with looped MP4 or WebM video files to reduce bandwidth usage, but these adjustments are handled at the software and delivery level. As a file format, the GIF specification remains an abandoned, immutable artifact of early digital imaging history.
