This article examines how the Library of Congress assesses the AV1 Image File Format (AVIF) for long-term photographic preservation. Through its Sustainability of Digital Formats framework, the Library evaluates AVIF based on technical openness, adoption, metadata capabilities, and visual fidelity. While the Library recognizes AVIF as a highly capable modern standard with superior compression and wide color support, it currently views the format primarily as an effective distribution mechanism rather than a replacement for established archival masters like uncompressed TIFF.
The Sustainability Evaluation Framework
The Library of Congress assesses incoming digital formats through seven general sustainability factors alongside format-specific quality metrics. When applied to AVIF—a format developed by the Alliance for Open Media (AOMedia) that wraps AV1-compressed still images within the ISO Base Media File Format (ISOBMFF)—the evaluation balances modern technical efficiency against the conservative requirements of archival longevity.
Disclosure, Documentation, and Patents
AVIF rates favorably in disclosure. The specification is publicly documented, fully open, and maintained by a consortium of major technology leaders. AOMedia explicitly designed AVIF to be royalty-free, which aligns directly with the Library’s preference for non-proprietary formats free of legal encumbrances.
However, the legal landscape surrounding AV1 video technology involves competing patent pool claims. While AOMedia provides a defensive patent license, cultural institutions monitor these external claims closely, as unresolved patent disputes can introduce risks to long-term digital preservation workflows.
Technical Complexity and Transparency
Transparency refers to how easily an archive can decode a file’s raw data without relying on highly specialized or proprietary software. In this area, AVIF faces archival challenges:
- Algorithmic Complexity: AVIF relies on the sophisticated video-coding mechanisms of AV1, involving complex intra-frame prediction, transforms, and filtering. This makes AVIF significantly less transparent than simpler bitmapped formats like uncompressed TIFF or even older JPEG standards.
- Decoding Overhead: Long-term preservation favors formats that are computationally inexpensive to parse and render over successive generations of hardware. AVIF's heavy decoding footprint requires robust software infrastructure, which increases preservation maintenance over time.
Quality and Photographic Functionality
For photographic content, AVIF provides substantial improvements over legacy web formats, which the Library notes in its technical evaluations:
- Bit Depth and Color: AVIF natively supports 8-, 10-, and 12-bit color depths, high dynamic range (HDR), and wide color gamuts (WCG) via standard ICC profiles or NCLX parameters. This makes it capable of preserving rich photographic tonal gradations without banding.
- Compression Modes: The format supports both lossy and lossless compression. While AVIF's lossless compression is structurally sound, it does not offer overwhelming space advantages over existing archival formats to justify the added decode complexity for master files.
- Metadata Support: The format reliably supports essential preservation metadata, including Exif, XMP, and standard IPTC payloads, enabling embedded provenance and technical capture data.
Institutional Adoption and Longevity
Adoption is a critical metric for the Library of Congress. A format must have pervasive ecosystem support across consumer operating systems, open-source utilities, and professional imaging software to remain viable.
AVIF has gained significant adoption across web browsers and mobile platforms. However, its integration into high-end cultural heritage digitization pipelines, hardware capture devices, and digital asset management (DAM) systems remains secondary to uncompressed TIFF and lossless JPEG 2000.
Archival Role: Master vs. Access
In the preservation architecture utilized by the Library of Congress, digital assets typically fall into two categories: archival masters and access derivatives.
- Archival Masters: The Library continues to favor uncompressed or losslessly compressed formats with minimal complexity, such as TIFF, for preservation masters. AVIF's algorithmic density makes it an unlikely candidate to supersede TIFF for baseline repository storage.
- Access Copies: AVIF excels as an access format. Its low byte size at high visual fidelity allows institutions to serve high-resolution photographic representations online efficiently, preserving bandwidth while maintaining acceptable color accuracy.
The Library of Congress evaluates AVIF as a technically advanced, open format well-suited for high-fidelity distribution, but approaches it with caution as a long-term photographic master format due to its decode complexity and relatively young institutional track record.
