Why Google Merged VP10 into AV1
Google decided to cancel the standalone development of the VP10 video codec and merge its intellectual property into the AV1 project to establish a unified, royalty-free video standard backed by the entire tech industry. Facing complex and prohibitive patent licensing for the competing HEVC (H.265) format, Google realized that a fragmented open-source ecosystem—divided between its own VP10, Mozilla's Daala, and Cisco's Thor—would struggle to achieve universal adoption. By co-founding the Alliance for Open Media (AOMedia) and pooling VP10's codebase into AV1, Google secured broad industry consensus, shared the immense computational development burden, and ensured universal hardware support across rival platforms.
The Problem with HEVC Licensing
In the mid-2010s, the video streaming landscape required a modern codec to handle 4K streaming and reduce bandwidth demands. The designated successor to H.264 was HEVC (H.265), but its licensing structure was notoriously fractured and expensive. Instead of a single patent pool, HEVC was split among multiple pools—including MPEG LA, HEVC Advance, and Velos Media—alongside independent patent holders. This created unpredictable royalty fees, content-distribution royalties, and high legal risks for browser vendors, hardware manufacturers, and streaming platforms.
Fragmentation Among Open Competitors
To counter proprietary lock-in, several technology companies began developing their own royalty-free alternatives:
- Google was actively developing VP10, the direct successor to VP9.

While Google's VP9 had achieved massive scale on YouTube, it struggled to gain universal hardware support, notably lacking integration in Apple devices and select silicon architectures. This division would have slowed hardware adoption, as chipmakers are hesitant to dedicate valuable silicon die space to multiple competing formats.
Formation of the Alliance for Open Media
In September 2015, Google shifted strategy and co-founded the Alliance for Open Media (AOMedia) alongside Amazon, Cisco, Intel, Microsoft, Mozilla, and Netflix. The foundational goal was to create a single, open, royalty-free next-generation video format: AOMedia Video 1 (AV1).
Google contributed the core architecture and development work already completed for VP10 to serve as the baseline for AV1. Mozilla contributed transform and directional techniques from Daala, while Cisco provided key low-complexity tools and motion-compensation methods from Thor.
Strategic Benefits for Google
Merging VP10 into AV1 provided Google with several critical strategic advantages:
- Guaranteed Hardware Acceleration: As the operator of YouTube, Google needed silicon manufacturers like Intel, AMD, NVIDIA, and ARM to build dedicated hardware decoders. Uniting these chipmakers under AOMedia guaranteed day-one hardware support that VP10 could not have achieved alone.
- Collective Patent Defense: Patent trolls and competing consortiums frequently target open-source codecs. AOMedia established a robust, royalty-free patent-pooling agreement and a collective defense framework, shielding members and end-users from patent infringement claims.
- Cross-Industry Coalition: Competitors like Microsoft, Apple (who joined AOMedia in 2018), and Amazon had resisted supporting VP9 natively. A neutral consortium neutralized anti-Google sentiment, ensuring the resulting standard could run on virtually every major operating system, browser, and connected device.
- Massive Bandwidth Savings at Scale: By combining the brightest algorithmic talent across dozens of companies, AV1 achieved higher compression efficiency than VP10 could have reached on its own, translating to massive bandwidth cost reductions across Google's services.
