The primary motivation behind creating the AOMedia Video 1 (AV1) codec was to provide a high-performance, royalty-free video compression format that eliminated the exorbitant licensing fees and legal complexities associated with existing standards like HEVC (H.265). Developed by the Alliance for Open Media (AOMedia)—a consortium comprising tech giants including Google, Netflix, Amazon, Microsoft, and Meta—AV1 was designed to secure an open, cost-effective future for web-scale video distribution while outperforming previous-generation codecs in bandwidth efficiency.
The Problem: HEVC Licensing Chaos
Prior to AV1, the video industry relied heavily on the H.264 (AVC) standard, which was managed through a predictable patent pool under MPEG LA. When the time came to transition to 4K and higher resolutions, the High Efficiency Video Coding (HEVC / H.265) standard emerged as the logical successor.
However, the HEVC licensing structure quickly fractured. Instead of a single patent pool, three competing pools formed:

The Formation of the Alliance for Open Media
Faced with unacceptable legal risks and unpredictable operational costs, leading technology companies united in 2015 to form the Alliance for Open Media. The goal was singular: create a state-of-the-art video codec that was permanently royalty-free and covered by a collective patent defense agreement.
To achieve this rapidly, the alliance unified several existing open-source codec initiatives:
- Google contributed work from VP10.
- Mozilla and Xiph.Org contributed foundational work from Daala.
- Cisco contributed technology from Thor.
By pooling their research and patents, the alliance created AV1. The legal framework was reinforced by a royalty-free cross-licensing model, ensuring that members pledged their essential patents to anyone implementing the codec without charging licensing fees.
Technical Performance and Cost Reduction
While financial and legal independence was the primary catalyst, the technical motivation was bandwidth optimization. Global internet traffic is dominated by video, and higher resolutions demand increasingly dense compression.
AV1 achieved roughly 30% better compression efficiency than HEVC and VP9, and over 50% better efficiency than H.264. For streaming providers, this reduction in bitrate translates directly to:
